How does Lean Change manage change at scale with 90,000 people across 3,000 locations when you don't have access to 99% of the people?

Oddly enough, the same week I had the same question from two separate lean coffee sessions in my workshops.

So is there some substance to the phrase "building change capability is the best way to ensure successful change?", or is it just another click-bait, nonsensical statement that litters the internet and gets you a gazillion likes/shares/retweets?
